Left: hill 阝, right: upturned foot, sitting cross-legged 夂 (But here perhaps: image of dripping rain?), variant of stop 止

From the hill comes the falling rain and will stop at the bottom because it has fallen down.

阝	hill	The radical kozato shows a hill. 阝 and is always on the left side of a kanji. (Please note that rather similar radical oozato ⻏ is always on the right sight of the kanji and means village.)
夂	crossed legs	This radical is understood as sitting with crossed legs or upturned foot.
舛	variation of foots	The radical maiashi* shows two variants of foot 夕/止 with the meaning "standing opposed"*
